The next item on the 3 agenda is a public hearing regarding changing the B-2 4 and B-2A zoning districts to Planned Unit Development. 5 Do I have a motion to open the public hearing? 6 MR. MORTENSON: Carri, can you give us a brief 13 rundown on B-2 and B-2A, please. 14 MS. TULLIER: Do I need to be sworn? 15 (Witness sworn.) 16 MS. TULLIER: The Village of Winfield has two areas 17 zoned B-2 and B-2A. The main campus of CDH is zoned 18 B-2A and the areas on the west side of Winfield Road 19 north of Frank's Foods are zoned B-2. Currently the 20 Village Code does not provide for a planned review and 21 approval by the Village Board for all new construction 22 projects. Some but not all construction projects 23 require planned review by the Village Board. This new 24 ordinance will require that all new projects are EFFICIENCY REPORTING 630.682.8887 www.EfficiencyReporting.com 3 1 reviewed. It will be similar to our Town Center 2 ordinance that currently requires that for all new 3 projects. The proposed change includes a new paragraph 4 in both the B-2 and B-2A that states, "All new building 5 structures and uses would require site plan approval by 6 the Village Board." 7 The Plan Commission is being asked, then, to 8 conduct a public hearing for this change. TULLIER: Yes, it would be the same as if any 11 other Planned Unit Development was coming before the 12 Plan Commission and the Board. 13 MR. OLSON: Planned Unit Development. 14 MS. TULLIER: Yes. 15 MR. OLSON: That's all. 16 MS. PEEBLES: I just had a question, Carri. Do you 17 know whether this 200-bed development requires a 18 Certificate of Need from the State of Illinois? 19 MS. TULLIER: I don't know that. I believe that 20 they do have to have a lot of review and information 21 given provided to the State and then they will make 22 some determination. But I'm not clear as to how that 23 works. BARLOW: I can answer that, if you don't mind. 3 It does require a Certificate of Need. They're in the 4 process of securing a certificate of need. The plan 5 for the parking associated with the bed tower is being 6 presented as a PUD to the Village Board on Thursday 7 night, and they will make a decision to forward it on 8 to the Plan Commission. It wouldn't be -- you wouldn't 9 be dealing much with the issue of the bed tower but you 10 will see the bed tower location and some of the 11 physical arrangements for that bed tower. But, yes, 12 they are -- they do have a certificate of need. 13 MR. MORTENSON: Any other questions? Normally we 14 would put this off for a vote until next meeting but 15 because of the lack of questions in the public hearing 16 and because the lack of questions from the Board, does 17 everybody understand and agree with the document as 18 it's written? 19 If there are no objections, would you be 20 willing to vote on this tonight? 21 Okay.
