Building Department Information Email: Buildingdept@villageofwinfield.com The Building Department oversees all residential and commercial construction, remodeling, and occupancy within the Village. Department staff can answer questions regarding zoning, allowable construction, permits, and the Village Zoning Ordinance. The Village of Winfield requires the annual registration of all General Contractors and Sub-Contractors engaging in construction activities within the Village of Winfield. For additional information, please review the Contractor’s Registration Form.
Building Permit Application
Information: Examples of the types of construction that require building permits: · New commercial and industrial buildings · Commercial and industrial building additions · Fire sprinkler systems and fire alarms · Parking lots · New homes and home additions · Home remodeling, including basement finishing · Decks and patios · Driveways · Garages · Fences and sheds · Swimming pools and hot tubs · Roof replacement and siding · Soffit and fascia · Steps or stairs · Signs (permanent and temporary)

Electrical service upgrades Each Building Permit Application should be submitted with the necessary permit fee(s) and information. The application lists the information that is required depending on the project. Please make all checks payable to Village of Winfield. The building department makes every attempt to expedite the review of each submittal. The initial review is typically one week depending on workload. The applicant will be notified when the permit is ready, which may be picked up or mailed upon request. It is the responsibility of the resident to obtain and post the permit. Permits remain in effect for 180 days from the date of issuance. Permits may be renewed for a fee with approval from the Community Development Department. The builder/contractor is responsible for requesting all required inspections as construction proceeds. For commercial buildings a request for a Certificate of Occupancy can be submitted when construction is complete and all required inspections have been performed and approved. For residential buildings, an Application for Residential Occupancy must be submitted and approved before the dwelling unit may be occupied. Reminder: BEFORE YOU DIG - CALL J.U.L.I.E. The inspections that are required depend on the project. The standard residential inspections include: · Footing Excavation/Soil Erosion Control · Foundation Wall Forming (prior to pouring) · Backfill (draintile and damproofing) · Underground Plumbing · Slab (prior to pouring) · Electric Service · Rough Plumbing · Rough Electric · Rough HVAC · Rough Frame · Insulation and Firestopping · Plumbing Final · Electric Final · HVAC Final · Building Final The following codes have been adopted by the Village of Winfield:
· Additions to Existing Structures: Examples: sun room, enclosed/screened porches, three season rooms, dormer and single /two story additions, etc. · Detailed Plans: Specifications of construction for the proposed project. For example, (including but not limited to) floor/ceiling joist dimensions, ridge/rafter dimensions, electrical and/or plumbing layout design, etc. · Grading: Any man-made change to improved or unimproved real estate, including but not limited to, the damming, obstructing, changing or altering of any natural drainage course or natural drainage way. Please contact the Community Development Department before changing any elevation of your property. · Standard Grading: The excavation of, the filling of, or any combination thereof of any parcel and shall include the operations and conditions resulting from and necessary because of any excavating or filling. · Critical Grading: Parcels on which the grading is critical to drainage on adjacent property and those parcels containing or adjacent to a storm water overflow route or those parcels containing or adjacent to an intermittent storm water flow route. · Spot Survey: Survey designating the location of the property and structures (including accessory structures). This is required for new structures. · Topographical Survey: Survey indicating and structural elevations and delineation's in addition to the location of the property and structures (including accessory structures). |
