The following information provides some answers to commonly
asked questions regarding the Winfield Public Works Department. If there is any
additional information, questions, and/or concerns that are

Possible water main breaks are frequently
reported by perceptive residents who notice water on the road or
sidewalk, or on grass on an otherwise dry day. This may indicate a
water main break.

Q.
What is Winfield's Snow Plowing Policy?
A.
When snow accumulation approaches approximately two inches, snow removal operations will begin. Snow plowing operations
are carefully designed to allow for optimum use of available plowing equipment
and personnel. These pre-determined routes begin with all Village owned
major through streets, followed by commuter parking lots, and finally, side
streets, dead ends, and cul-de-sacs. Depending upon when the snowfall
begins, the commuter lots will be plowed at least once by 6:00 a.m. Using
the priority system ensures that heavy access roads will be less accident prone
for the traffic these roads generate.

Q. What is Winfield's Salting Policy? A.
The Village of Winfield salts all Village owned
streets as needed.
Q. What are Winfield's Parking regulations when it snows? A.
The Winfield Parking Ordinance states that vehicles
parked on the right-of-way of any public street in the Village at any time
within twelve hours after a snowfall of two inches or more, prior to snow
removal will be ticketed and the violator will be fined.

Why does my driveway get plowed-in when a snow plow passes by my house?
A.
The Village uses side delivery snow plows on its snow removal
equipment. Side delivery snow plows are the fastest and most efficient
means available to remove snowfall from the streets. As a result of the
plow's design, snow is discharged to the edge of the street. There is
simply no way to prevent the deposit of snow at the entrances of
driveways. It is an unavoidable by-product of the effort to maintain clear
and safe streets for everyone in the shortest amount of time possible. If
you can, wait until the street is plowed before clearing your driveway.
For the safety of others, please do not shovel snow off your driveway or
sidewalk onto the street. The snow will harden and become compacted,
creating a safety hazard.

Additional Snow Information
Residents are required to remove any ornamental rocks along
the edge of the street because they present a serious safety hazard to the
snow removal equipment and may cause injury to the driver.
On garbage removal days, it is requested that residents keep
their containers or garbage bags on their driveways during the winter
months. Any containers which are placed in the street and are damaged
during snow removal operations cannot be replaced by the Village.
Some streets within the Village's corporate limits are
plowed by governmental bodies other than the Village of Winfield.
County Farm Road, Geneva Road, Jewell Road east of County Farm, High Lake
Road west of Windemere, Winfield Road north of High Lake are maintained by
the DuPage County Division of Transportation (665-1155). Roosevelt
road is under the jurisdiction of the Illinois Department of Transportation
(312-368-4636 or 708-705-4222). Questions concerning these roads
should be addressed to the appropriate governmental body.

Tornado Sirens
The outdoor emergency warning sirens,
installed by the Village in Spring, 1998, are located at: Public Works
facility; on Wynwood just North of Roosevelt Road; at the end of Jacob just
south of Lindsey. Maybe you have heard these sirens when they are
tested on the first Tuesday of each month at 10:00a.m. During this
brief test, the sirens sound for one minute. If you haven't heard the
sirens, don't be alarmed. The one-minute test does not allow the siren
to increase its volume and speed to the level the siren would reach in the
event of a real emergency. The test allows verification that the siren
system works, without alarming the public.
In Illinois, the peak
tornado season begins in late March and extends through the summer
months. Each year extensive damage, injuries, and deaths are caused by
tornadoes. The sound of the sirens provides a warning to seek shelter
immediately, as a tornado has been sighted in our area. When sirens
sound-please do not call 911 or the Police Department to ask if a tornado
has been sighted; SEEK SHELTER! If you here a second sounding of
sirens, immediately take shelter! You should listen to radio or
television for information on whether the damaging storm has passed. Do
not call 911 or the Police Department for this information. The
911 dispatch and the Police Department need to be available for
emergencies. The only time you do not need to seek immediate shelter
upon hearing the sirens is during normal, scheduled testing mentioned
above.

Sidewalk
Inspection Program Each year, a designated area of the Village is designation for sidewalk
removal and replacement. The sidewalks are inspected by Village Staff and
Public Works and those sidewalks found below standard are removed and
replaced. <Top
Water Meter
Replacement Water Meters at each resident's house are replaced upon reaching one million
gallons of water. Public Works notifies each resident that their water
meter has reached one million gallons and will be replaced. Replacing
water meters at one million gallons ensures their accuracy in monitoring water
consumption. <Top
Shoulder Gravel
Each year Public Works monitors the level of shoulder gravel on Village
owned streets. Replacement of shoulder gravel prevents the edges of
pavement from breaking away from the street. Proper levels of shoulder
gravel ensure the Village gains maximum life out of each Village owned
roadway. <Top
Hydrant Flushing
Each year Public Works flushes the Village's hydrants to clean the entire
water system. Furthermore, hydrant flushing is a check to ensure that each
hydrant is functioning properly. <Top
Crack Sealing
Each Year Public Works crack fills designated streets throughout the Village
of Winfield. Crack filling ensures that moisture does not enter the base
of the roads and reduce the life of the road. <Top
Seal Coating
The Village of Winfield's Public Works department maintains five (5)
commuter lots that are seal coated as preventative maintenance to ensure long
life of each parking lot.<Top
Mowing
of Village Right-of-Ways The Village of Winfield's Public Works department maintains the Village's
right-of-ways. These areas are landscaped to maintain Winfield's beautiful

Striping Program
The Village of Winfield's Public Works department paints and stripes Village
owned streets. Striping of road lines and crosswalks ensures vehicle and
